Although my desire is for minors to involve their parents in their decision whether or not to have an abortion, I recognize that sound family communication cannot be mandated by the government. f. Unfortunately, minor pregnacies are sometimes the result of parental/family incest. Because of this, I do not support requiring parental notification or consent before an abortion is performed. f. I believe all sex education taught in Washington public schools should be comprehensive and medically accurate.

b. K-12 education is the paramount duty of the State of Washington and must be funded accordingly. a, d, e I recognize that today's economy has played havoc on the lives of many of our citizens and governmental entities. It will be difficult, if not impossible to increase funding levels until such time as the economy stabilizes. Without increased revenue, the State of Washington will face many budget cuts.
I fully support I-1098. The State of Washington currently has one of the most regressive tax systems in the nation. I-1098's high-earners income tax will impact only the top three percent of households in the state, with all income below $400,000 for couples ($200,000 for individuals) exempt from the tax. If passed by the taxpapers, I-1098 would result in a revenue increase of approximately two billion dollars/year to be dedicated to education and healthcare.
d. Early release of non-violent offenders - Possibly, depending upon degree of the offense and whether or not it is a repeated offense. Offenders released must provide civic services equal to their sentence. f. Washington State has remedied the affect of furlough days on retirement eligibility. Based on this, I would support mandatory furloughs and layoffs if it meant fewer layoffs and no other alternative. h. Only if we are unable to find another resolution, which could include decreasing unnecessary services; for instance, in the case of redundant services, consolidate serves where possible.

At this point, and until the youth have been thoroughly educated, I would tend to forgive the minor for a first offense. Second offense, yes. f. The federal government needs to do their part and enforce their own immigration laws. Local law enforcement agencies have enough problems to deal with on a daily basis, including the lack of sufficient funding.

a. The success of the private sector directly affects the economy. small businesses are the engine or our local communities. Approximately 70 percent of new job growth comes from small businesses and startups. b. Not at this time. Our state needs the revenues and jobs produced by state-run liquor stores. g. I would like to see the banks and mortgage companies work more closely with homeowners. Foreclosed empty homes do not benefit anyone, not the banks, the homeowner or the community. The financial institutions owe it to the homeowner and communities to work with them as much as feasibly possible.

a & b. Regarding national education standards and administration of high school exit exams, I believe control at the local level is generally best. No nose in the tent. c. Merit pay sounds good, but has not been shown to be effective. d. The idea of charter schools is good; however, while some have proven outstanding, others have not. They should be considered individually. e. I support financial aid for college students. f. The issue of illegal immigrants receiving state tuition rates should be examined -- possibly consider more criteria, like the length of time in Washington before college.

I fully support the 2nd Amendment and believe we need to enforce current laws relating to gun control. The laws of record sufficiently cover items a-e. d. Many are collectors of guns and thus should not be required to license. e. Although I have mixed emotions on assault weapons, again, I have to fall back on the fact that many are collectors of such guns. If we ban assault weapons, only criminals will have possession of such weapons. Again, we need to enforce laws of record relating to gun control.

c & d. Stem cell and embryonic stem cell researcy is generally federally funded and eligible for grant monies. I also believe in the use of private funding for such research. e. I think it may be time to phase out affirmative action. f. Washington has already included sexual orientation in its anti-discrimination laws. I believe it is okay, as is. g. I am opposed to discrimination on any basis!
1. I believe a strong business community is essential for a strong economy . I would support business by lowering/eliminating B&0 taxes; encouraging common sense health reform to help businesses provide affordable employee health care; and promoting a strong healthy work force. 2) Deal with budget crisis by stimulating economy with jobs, removing tax loopholes, using sunset reviews to eliminate unnecessary programs; and strive for a less regressive tax system. 3) Retain and create jobs by developing an educated, skilled workforce. Provide educational resources and opportunities for all ages. Possibly adding support for community colleges, skill centers and apprenticeship programs.
